Rakhi pledge to save Yamuna plains

NEW DELHI: To reaffirm their commitment to saving the Yamuna and its flood plains, Yamuna Satyagraha activists tied “rakhis” on a tree at the site chosen for construction of the upcoming Commonwealth Games Village here on Tuesday.
The activists led by “Waterman” Rajinder Singh and environmentalist Vandana Shiva tied the rakhis on a shisham tree in the shade of which a 24-hour sit-in on the banks of the Yamuna has been organised.
“Satyagraha means a fight which is not based on violence. We want to tell everyone that our fight is based on principles. We are agitating against the killing of rivers. Everyone knows that rivers and people are more important than land developers and Games Village,” said Rajinder Singh.
A rally organised around the site chosen for the Games Village saw the participation of villagers, farmers and students apart from the activists themselves.
“A large number of families have been uprooted and people have been rendered jobless by the Government by forcibly taking the land they cultivated. We are trying to focus attention on these irregularities,” Mr. Singh said.
In a statement issued by Navdanya, the activists claimed that 58 acres of the Yamuna flood plains were grabbed for the totally illegal Akshardham temple. Farmers were uprooted in spite of a stay order from courts.
Land worth Rs. 500 crore was given to Akshardham for a mere Rs. 44 crore. Now 42.5 hectares in the flood plain, where no construction should take place, has been acquired for the Commonwealth Games Village and related projects.”

NEW DELHI: The traditional “rakhi”, the quintessential symbol of care and protection, will now be used by Yamuna activists as a weapon in their fight against “destruction” of the grand old river and its flood plains.
This coming Tuesday, while the nation celebrates Raksha Bandhan, activists who are part of the Yamuna Satyagraha will tie “rakhis” on trees along the Yamuna flood plains in Delhi that has been set aside for construction of the Commonwealth Games Village.
These activists, who have been maintaining a vigil over the banks of the Yamuna here for the past 24 days -- supported by farmers, students and other members of the civil society -- will take the pledge to save the trees and the river.
“During the Chipko Aandolan when men and women had vowed to protect the trees from being cut, they tied ‘rakhis’ to the trees. We will also save the environment of the city by tying ‘rakhis’ to the trees at the site where the Yamuna Satyagraha has been going on,” said noted environmentalist Vandana Shiva.
Stepping up pressure on the Government to change the site of the Games Village, the activists will organise a “Yamuna Yatra”, cover the villages around the city and create public awareness about the need to preserve the river.
Cautioning against undermining nature, Magsaysay Award winner “Waterman” Rajinder Singh said: “When the Yamuna gets angry, it carries everything away with its currents. One must remember what happened to the encroachments along the banks near Yamnotri when the river caused a flood on August 14.”
He regretted that political leaders including the President who have been petitioned to put a moratorium on the construction on the Yamuna banks have thus far been evasive in their response.
“We have sought the Delhi Lieutenant-Governor’s intervention to save the flood plains. While he has asked us to draw up the terms and reference for an independent probe by non-government agencies, he has not agreed to suspend construction of the Games Village,” said Vinod Jain, founder-chairperson of NGO “Tapas”.

NEW DELHI: Hours after Yamuna Satyagraha activists announced that they will intensify their agitation to save the floodplains, the administration raised barricades near the Commonwealth Games Village site to prevent them from gathering there.
On Friday, the activists had announced that they would tie rakhis to the trees at the Games Village site and stop the Delhi Government and Centre from undertaking construction on the flood plains, which is an important ground water recharge area.
“The Government has barricaded the whole place. The exercise was carried out at night while the Satyagrahis were still at the site. There was no intimation from the Government and neither was any notice served,” said Diwan Singh of the Yamuna Satyagraha, a conglomeration of the Yamuna Jiye Abhiyan, URJA, Natural Heritage First and several other NGOs.
“Dr. Vinod Kumar Mishra and Sunil Prabhaker were at the site when the barricading was carried out. Neither the workers, nor anyone from the Government informed them about it. They finished the barricading while the protestors of Jal Biradari were sleeping inside,” he claimed.
The ‘satyagrahis’, who had been maintaining a 24-hour vigil at the site, were confined for more than 12 hours. “On Saturday morning when other volunteers tried to send food for them, the guards posted by the Delhi Development Authority stopped them. Our volunteers were allowed to go in after a lot of persuasion,” Mr. Singh said.
“Such steps by the Government are undemocratic. They show the frustration of the Government because the movement is gaining ground with each passing day,” members of the Yamuna Satyagraha coordination committee said.
In a statement issued here, the members said: “This [barricading] is illegal confinement -- tantamount to abduction. The Satyagraha Coordination Committee has decided to continue the Satyagraha at the same place in a completely non-violent and conflict-free manner.”

Three satyagrahis were arrested and detained by police after one of the satyagrahi Shri SUNIL PRABHAKAR set for satyagraha inside a 35 ft. deep well near the satyagraha sthala.
Satyagrahi Shri Sunil Prabhakar told the journalists that he was left with no option as govt has already started barricading the whole satyagraha sthala with 6ft. high concrete wall.he said that yamuna is source of life and construction of commonwealth village on yamuna flood plain is causing a serious threat to the existence of the river.
police intervened and forcibly took him out of the well and detained him along with two other satyagrahis Kapil Mishra and Dr. Vinod Kumar Mishra in the pandav nagar police station for for then 6 hours though satyagrahis were never told why they are being detained by police for such a long time.
all the satyagrahis were raising slogans while police was trying to bring him out from the well.
with this incident govt should realise that yamuna is not just flowing water but people are emotionally and spiritually attached with yamuna and its just not going to be easy to ignore the mass aspirations and going ahead with the construction process.

On Friday, 17th of August, after prolonged battle with cancer, a man breathed his last in Delhi’s All India Institute of Medical Sciences (AIIMS). He was Dashrath Manjhi, the 78 year old legend who has now become the part of folklore in Gaya District of Bihar, India.


The courage and will of this man is one of those rare real life incidents which will continue to inspire mankind for ages to come. This simple man from Gaya had the fortitude and conviction to move mountains and he made it happen by his sheer perseverance and faith in his efforts to move the mountain. He is an inspiration for all us and just when you feel chips are down and the road ahead seems insurmountable, put yourself in his shoes and imagine the courage it would take to move a mountain.
Yes, this man literally moved a mountain! Alone, just by his sheer will and perseverance.

Over four decades ago, a frail, landless Dashrath got hold of a chisel and a hammer and decided to change the face of his village nestled in the rocky hills of Gaya. He almost tore open a 300-feet-high hill to create a one-km passage. Instead of endlessly waiting for the apathetic administration to do something for those formidable hills that virtually cut his village off from civilization, Manjhi, then in his early 20s, took up a chisel and hammered at the rocks for 22 years.
It all started from Manjhi’s love for his wife. For, when she slipped off the rocks while getting food for him as he worked in a field beyond the hill and broke her ankle, it became a burning passion to tame the formidable hills. And he completed this Herculean task — creating a short-cut which reduced a long and arduous journey from his village Gahlor Ghati to Wazirganj to a walkable distance. At that time people called him mad. They ridiculed him. Even his wife and parents were against this “adventure,” especially when he sold his goats to buy a chisel, a hammer and rope.
But, by then, Manjhi was a determined man. He shifted his hut close to the hill so he could work all day and night, chipping away, little by little. May times he did not even bother to eat. With most of the cultivable land and shops across the hill, villagers had to cross it many times a day, braving dangers. It was after 10 years that people began to notice a change in the shape of the hill. Instead of a defiant rockface, the hill seemed to have a depression in the middle. Climbing it became a little easier. All those who had called him mad began to quietly watch him work. Some even chipped in.
Then in 1982, twenty-two years after he had started out, that day came when Manjhi walked through a clear flat passage — about 16-feet wide — to the other side of the hill. But his victory was tinged with sadness. His wife, who inspired him to take on this task, was not by his side. She had died of illness. They could not take her to a hospital on time.
But, the villagers were there to celebrate with him. They got him sweets, fruits and all that they could afford. The young generation in that area had grown up hearing stories of the man who wanted to move a mountain. Now that dream had become a reality and a boon for them.
This formidable task, single handedly performed by Dashrath Manjhi, resulted into a 1.5 kilometer long road through the Gahlaur Mountain thus reducing the distance to cross the mountain from a grueling 50 kilometer to a much-easier 8 kilometer.
This hand-carved passage through the hill still remains the only sustainable change his village has ever chanced upon. Tubewells were installed, but they ran dry. Electric poles were put up, but the cables never came. And a five-acre plot given by former CM Lalu Prasad to Manjhi for a hospital still lies barren.
Septuagenarian Manjhi hadn’t given up though. In a recent interview he had said “I met CM Nitish Kumar recently. He has promised to develop the passage so that even a car can pass and will connect my village to Gaya. And, he told me that I will lay the foundation stone.”
Manjhi died on Friday at AIIMS in Delhi despite top care provided by the nation’s premier health facility. The state government of Bihar, in honor of Manjhi, has announced its decision to name the road built by the mountain man as Dashrath Manjhi Road and that hospital in Atri village in Gaya (which is yet to be built), to be named after him. He will not be there to lay the foundation stone when that passage will be developed fully, however, his story will continue to be the source of inspiration for many in the nation
I pay my humble tribute to Dashrath Manjhi. May his soul rest in peace!

At the outset, it is necessary to mention that our campaign is in accordance with our fundamental duty as citizens by virtue of Article 51 A (g) of the Constitution of India, which enjoins “ …every citizen of India to protect and improve the natural environment including forests, lakes, rivers and wild life and to have compassion for living creatures”.
The river Yamuna has been the life-line of Delhi and its environs for countless centuries and no one can have the liberty to misuse or mismanage the river and its ecosystem under any circumstances. Tragically, over the years this is exactly what has happened and now the state of affairs is such that it is perhaps the most polluted river and, according to experts, “the most threatened riverine system in the whole world”.
Unfortunately, currently there exists no legal protection available for our rivers as an ecosystem, which includes the river bed and the flood plain. As a result, our rivers have been taken for granted and their river beds and flood plains have been misused in the name of ‘development’ as if these are waste lands rather than precious parts of an ecosystem with vital and irreplaceable role for re-charge of ground water, floods moderation and as the habitats of varied forms of flora and fauna. Delhi is flood prone and vulnerable to severe damage from an earthquake. We have seen devastating floods in river Yamuna from time to time, including the recent floods in 1977, 1978, 1988 and 1995. The river bed is known to be most prone to damage from an earthquake. In this background, it is incomprehensible that the powers that be continue to treat the river bed and the flood plain of river Yamuna (Zone O) in Delhi as dispensable and as lands waiting to be ‘developed’, despite both the Hon’ble Supreme Court and the Hon’ble High Court of Delhi having chided the state for its utter neglect of the river. Nothing exemplifies this sad state more than the fact that the recently notified MPD 2021 no where provides anything to safeguard or conserve Zone O (river Yamuna), while there are plans galore in the same document to ‘develop’ the same.
The Delhi Government’s recent announcement about a ‘Yamuna Development Authority’ also indicates the mind of the authorities more keen to ‘develop’ than to conserve and safeguard the precious and irreplaceable river bed. Here it is pertinent to refer to a 2005 document (incidentally sponsored by the DDA as a preparatory document to the MPD 2021) titled ‘Environmental Management Plan For Rejuvenation of River Yamuna in NCT’ prepared by NEERI, a premier national institute of repute which observes and recommends as under, for the present river bed in Delhi, after a detailed study of all previous plans and studies: “It has been established that
a)The stretch has substantially lost its carrying capacity due to long term silting b)The present width of the river (between the two embankments defining Zone(c) is desirable to maintain for conveying maximum flow of 12,750 cumecs to avoid flooding of adjoining flood plains Accordingly No residential or industrial facilities requiring permanent structures should be provided on the river bed” Against the above it is understood that in addition to large sections of the river bed already lost / continue to be converted for use by Delhi Metro Depots and stations, power plants, stadiums, Akshardham complex and the DND flyway the most immediate threat to the Yamuna in Delhi is the plan to undertake a systemic and massive commercialization of the riverbed in the name of constructing a games village for the forthcoming Commonwealth Games (CG) to be held in Delhi in 2010. The powers that be continue to pursue this line despite repeated protests and voices of caution against such a move by knowledgeable persons and organisations from within and outside the government.
We have at YJA maintained that it was patently wrong, from the very start, for the DDA to select a part of the river bed in a most ad hoc manner without even considering other possible sites for locating the said games village in the city. This is not the way such decisions are or should be made as such decisions have the potential of long term disastrous adverse impacts on not just the lands where such structures are planned but also the future of dependent and vulnerable citizens and people like us. In the present instance it is also the matter of the safety of such people from floods and earth quake damage who would purchase and come to occupy the proposed residences in the river bed, post the 10 day sporting event. Madam, there is still time to shift the site for the CG 2010 village well away from the Yamuna river bed. We have been repeatedly petitioning and requesting the concerned authorities not to undertake any action that would change, forever, the character and face of the river in Delhi, but our efforts have not been successful. Hence, we beseech you to kindly intervene most urgently in the matter and save the situation and the historic Yamuna river for posterity, apart from the lives and livelihoods of all those who stand threatened at this critical juncture.
We request that:
1)Please do not treat CG 2010 games village in the river bed as a fait accompli and hence constitute an ‘independent’ committee (with a strict time frame) to conduct a review of the plans to raise permanent structures including residential quarters in the river bed in the name of CG 2010 games village with a mandate to also explore alternative sites in the city (we present few in the enclosure)
2)Please institute an independent Environmental Impact Assessments of existing structures like Delhi Metro Depots and Stations, Akshardham complex, DND Flyway, Power Plants, Delhi Secretariat and Stadiums standing in the river bed so that their current and future impacts on the ability of the already beleaguered river to meet its flood moderation and ground water recharge potential is brought to the public knowledge
3)Please direct the MOEF to urgently notify the River Regulation Zone (whose draft is ‘pending’ for action since 2002) on the lines of CRZ so that the rivers of the country may get some semblance of legal sanctity .
SUGGESTED ALTERNATE SITE
LODHI ESTATE REDEVELOPMENT ADJOINING JORBAGH, NEW DELHI (Suggested by Sri Kuldip Singh, Architect and Town Planner) The proposed site for the CG 2010 village in the eastern bed of river Yamuna west of Akshardaham is environmentally disastrous. It is also posing problems of accessibility to the 8 no. venues including Jawaharlal Nehru Stadium chosen for the opening and closing ceremonies of the Commonwealth Games 2010. DDA and Delhi Govt. have proposed an underground road link between Akshardham and J.N. Stadium which passes through the environs of Humayun’s Tomb. This road link has been opposed by the DUAC, ASI, INTACH, and other Heritage Conservationists. An alternate, elevated road proposed over the Kushak Nallah is also a heritage disaster as it fouls up the Barapulla Bridge and Khan Khana’s Tomb. Hopefully this too will be rejected by the ASI as the elevated road passes within 100 M. of the boundary of Khan Khana’s Tomb. Heritage Conservationists have rightly expressed opposition to this proposal, as well. A look at the map of Delhi shows that only one venue i.e. Yamuna sports complex is located on the Eastern side of the Yamuna whereas all the other venues viz Jawaharlal Nehru Stadium, Indoor Stadium, Velodrome, Shooting Range, Covered Stadium at Ring Road, Indoor Swimming pool, Shivaji Stadium etc. are located on the Western side of the river. Thus the location of a games village in the proximity of Jawahar Lal Nehru stadium will not only be hugely economical and environmentally safe but also greatly minimize the traffic snarls likely to grid-lock the city during the games. It will also be convenient for the participants to just walk down from the games village to the Jawahal Lal stadium for the two major ceremonies as well as other sporting events, rather than be forced to travel across the city in hundreds of buses. Other advantages of a games village in the proximity of Jawahar Lal Stadium are:-
i)No ecological problems.
ii)Ownership of land vests with the Central Govt.
iii)Structures have outlived their life being more than 70 year old.
iv)No accessibility problems.
v)Existing use of land is residential.
vi)DMP 2021 provides for an incentivised redevelopment of pre 1962 colonies. vii)Very high return on space sold after redevelopment. Extremely high price expected for Hotel Sites. Savings / returns can be way above Rs. 2500 crores. SUGGESTED ALTERNATIVE SITES FOR THE SITING OF THE CG 2010 GAMES VILLAGE
We at Yamuna Jiye Abhiyaan (YJA) suggest the selection of site for the games village for CG 2010 in Delhi on following grounds:
a)It should be located in the city west of the river on logistic reasons since the airports and most stadiums and other sporting facilities are located there
b)It should preferably be close to Jawaharlal Nehru (JN) Stadium, since both the opening and closing event for the games and many other sporting events would be held there
c)The construction costs (without compromising on the quality) should be as economical as possible (since public money is being spent for a event to be organised otherwise by a non-government body viz., the IOA)
d)The construction of the games village or activities related to it should not compromise the historical and archeological values of the city
e)The people displaced from the river bed in 2006 who were eking out a living in the JJ clusters therein may benefit from the construction activities carried out for the CG 2010
f)The construction should be in line with the propositions contained in the MPD 2021 for revival of dilapidated and outdated buildings in the city.
Against the above we suggest the consideration of the following locations:
1)Reconstruction of Lodi Colony government residential quarters (between Jor Bagh Road, Second Avenue, Najafkhan Road and Bhishma Pitah Marg) which are already 70 years old structures and at walking distance from the JN Stadium
2)Refurbish the Pragati Vihar Transit Hostel (originally the Players hostel created for the Asiad 1982) and areas around it. This too is at a walking distance from the JN Stadium. The Lodi Hotel (under reconstruction) close to JN Stadium is also a viable option.
3)Minto Road transit government hostel (already proposed for reconstruction) between Deen Dayal Upadhyay Marg and Tagore Road and MCD Civic Centre (under construction) in front of Tagore Road Hostel. Ranjit Hotel (under reconstruction)
4)Dwarka in West Delhi which is close to the airports
5)Bawana where the evictees from the JJ colonies in the river bed (resettled in nearby Bawana) could benefit from the construction activities
